About ESPO

ESPO (Eastern Shires Purchasing Organisation) is located at Barnsdale Way, Grove Park, Enderby, Leicester LE19 1ES, and our main telephone number is 0116 2657878.

ESPO is a local authority purchasing and distribution consortium, formed in early 1981 by the County Councils of Leicestershire and Lincolnshire.

Cambridgeshire County Council joined later in the same year, Norfolk took up full membership in the spring of 1985, Warwickshire joined in September 1991, Leicester City Council joined in April 1997, followed by Peterborough City Council in April the following year.

In our 25th year in February 2006 we moved from our Glenfield site at the back of Leicestershire County Hall to the purpose-built warehouse and offices at our current address.

ESPO was established by the member authorities to provide a comprehensive procurement service to their spending departments and other approved customers.

ESPO's objectives:-

  • To achieve overall cost savings for the customer.
  • To improve the procurement performance of our customers through the
    provision of a comprehensive, professional purchasing and supply service.
